Submission guidelines

Eligibility

・All individuals, groups, regions, ages, professionals and amateurs are welcome to apply.

・Each individual or group may submit up to one submission.

・Entrants under 20 years of age at the time of submission must obtain the permission of a parent or guardian before submission.

 

Submission requirements

・Works of contemporary art that use film as a means of expression.

・Film works must be 8 minutes and 19 seconds or less in length. (Including title and credit screen).

・Film works must be a stand-alone film (that can be viewed on a single screen).

・Works produced on or after January 1, 2020.

・Works that have already been released, selected, or nominated for awards are also eligible for submission. However, works that have already received awards (as of May 31, 2022) are not eligible for submission.

・Works must not be contrary to public order and morals.

 

How to submit

・Film data must be submitted in mov or mp4 format.

・Download the submission form from the official website, fill it out, put it with the film data to a USB flash drive or SD card, and send it by mail (either data or paper form is accepted).

・Japanese subtitles must be included for the film not in Japanese.

Handling of works

・Works will not be returned to the entrants.

・No correction/return will be accepted once the entry is received.

・We will not respond to any inquiries regarding judging.

・Only selected entrants will be notified of the release of their films. The results of the selection will also be posted on the official website.

・The Arts Festival will not pay any screening fees or other expenses to entrants.

・The Arts Festival will not cover the travel and accommodation expenses of the selected entrants.

・The copyrights to the works shall belong to the entrants, but the winning works may be used for screening, reproduction, public transmission (broadcasting), automatic public transmission (on the official website, video streaming services, etc.), printing, exhibition, etc. without compensation for the purpose of publicity and promotion of the Arts Festival and related events, etc.

・The works awarded the Grand Prix and the Semi-grand prix will be released on the official website and video distribution services after the 2nd Ibaraki Film Arts Festival is over, as an introductory work for the next and subsequent submissions.

・The procedures for award-winning works will be notified separately to award-winner.

・Entrants are required to obtain permission from the copyright holders of any art, film, photograph, or music used in the works before submission. In the event that any third party claims infringement of rights or compensation for damages, the entrant shall be responsible for dealing with such claims on his/her own responsibility, and the organizer shall not be liable for any damages.

・All submissions will be stored at the Ibaraki Film Arts Festival Office.

・By submitting works, the entrants agree to the terms and conditions of this Submission guidelines.

 

HANDLING OF PERSONAL INFORMATION

The Ibaraki Film Arts Festival Executive Committee Office has established the following policy regarding the handling of personal information in order to ensure the appropriate management of personal information.

 

Purpose of use

Entrants' personal information will be used only for the following purposes.

・Notification the result of the judging

・To confirm the works and to contact the entrants in relation to the works of the Film Arts Festival Executive Committee

・Release of the winning works on the official website and in the mass media (works, names, etc.)

(In such cases, the details of the announcement will be confirmed with the entrants in advance.)

 

Disclosure and provision to a third party

Entrants' personal information will not be disclosed or provided to any third party, except in the following cases

・When the entrant’s consent is obtained

・When we outsource part or all of our business to a third party within the scope necessary to achieve the above-mentioned purpose of use

・When it is required by laws and regulations

・When it is required for protection of human wellbeing or property, and it is difficult to obtain the person’s consent

 

Safety management

Entrants' personal information will be kept accurate and efforts will be made to prevent leakage, loss, alteration, etc.

Outsourcing part or all of the operations of the Arts Festival, we will enter into a contract with the outsourced company that stipulates the handling of Personal Information and will manage the outsourced company.

When the retention period expires, personal information that is no longer needed will be promptly destroyed.

Please note that the contents of the above "HANDLING OF PERSONAL INFORMATION" shall be deemed to have been agreed upon with the submission of the work.
